NOTICE INVITING
(Single Stage Two Envelope Procedure)
The Public Health Engineering Division Kohistan Upper invites electronic
Bids from the eligible Govt Registered Contractors on Single Stage Two
Envelope procedure for the following works:-

The Technical bids shall be opened on the same day of submission of
Bids at 1:00 P.M in presence of Contractors or their Firms’ authorized
representatives who opt to be present.
9. The last time and date for clarification is upto 27-03-2026 at 3:00 P.M.
10. The date and time for opening of financial bids shall be announced
after evaluation of Techincal Bids.
11. The “Financial Bids/ Proposals” of only technically responsive
qualified bidders will be opened after evaluation of Technical Bids in
the presence of bidders/their representative who opt to attend.
Whereas “Financial Bids” of Technically non responsive bidders
shall be returned unopened to the respective Contractors,
12. Photo Copies of the following documents must be attached with the
bid. If the bidder fails to submit any, of the following mandatory hard
copies of the following documents, the bid will be non- responsive and
straightaway be rejected.
i. CNIC Copy of the Bidder.
ii.
Valid PEC registration (2025-26) of the bidder.
iii. Valid enlistment certificate from Works Department.
iv. FORM-H in case of companies.
Valid KPPRA form.
vi. Valid FBR form
vii. Updated Audit Report w.e.f 01-07-2022 to 31st of December
2025.
viii. The Bidders will provide the certificate on Affidavit that the
firm is not involve in any Litigation case with PHE Division
Kohistan Upper dully! attested from Oath Commissioner.
All Bidders Contractors are required to provide affidavit for
not being served with any notice previously by this office
regarding delay or stoppage of execution of Public works
and nor blacklisting form PHE Department and other
Departmens. Failing to which, the bid of the
bidder/Contractor will be rejected straight away.

Bidding Documents including BOQS, SBDS and instructions to Bidders
can be downloaded from the official website of EPADS
kp.eprocure.gov.pk and Khyber Pakhtunkhwa KPPRA
(kppra.gov.pk) can also be obtained from the PHED Office concerned.
The bidder shall submit/upload the technical and financial bids (by file
uploading) through EPADS before last date and time for submission
of bid. The eligible Contractors/Firms are required to submit their bids
through EPADS as well as also send their bid in hard and sealed
envelopes i.e one envelope containing “Technical Proposals” and
clearly marked as “Technical Bid along with Contractor, Company,
Firms Name” accompanied, while the second envelope containing
Financial Proposals clearly marked as “Financial Bid” along with
work number and Contractor Firms Name”. Both Technical and
Financial Proposals / bids will be placed in single envelope and
addressed and sent to the Office of Executive Engineer, PHE Division
Kohistan Upper through registered Courier service before bid
submission due time.
The bidder shall submit physically the forms of Financial Bid, Bid
Security, Additional Security if any, Bid entry fee @ 0.03% enclosed in
Financial Proposal.

The Bid Security 2% and stamp duty according to Govt: of (Khyber 14.
Pakhtunkhwa Finance Act No. XIII of 2021) and as well as Board of
Revenue & Estate Department letter No. AS (S) 15.
3/240/2021-2/18744-874 dated 02-08-2021 has been provided in the
Financial Proposal Envelopes.

In case the contractors quoting their bids more than 10% below
upto 20% below on Engineers’ Estimate shall submit along with
their bids 8% Additional Security of Engineer’s Estimated cost in
addition to 2% bid security. If the bid is not accompanied with the
required amount of additional security then it will be considered
as non-responsive and the 2% bid security shall be forfeited in 18.
favour of Government and the second lowest bidder and so on
will be considered accordingly.
(ii) [Similarly, a contractor quoting bid more than 20% below
shall submit with his bid an additional security on Engineer’s
estimated cost equal to the differential amount of submitted
bid and Engineers’ Estimate along with detailed rate
analysis]’. In case of more than 20% below bids, if the bid is not
accompanied by the detailed rate analysis and / or required
amount of additional security, then the said bid shall be
considered as non-responsive. All the securities submitted along 19.
with such non-responsive bid shall be forfeited in favour of
Government and the 2nd lowest bidder and so on will be
considered accordingly. In light of Khyber Pakhtunkhwa Public
Procurement Regulatory Authority Notification No.S.R.O.
(14)/Vol: 1-24/2021-22/6058-71 dated 10-5-2022 which is
available in the KPPRA web site.
It is mandatory for the bidders already working with this
Office to attain the Performance Certificate from concerned
SDO dully verified by the Executive Engineer of PHE Division
Kohistan Upper as per written request on Company/Firm
letter head. The performance certificate from this office can
only be attained upto 18/03/2026 at 5:00 P.M. No late
application will be entertained. Moreover the
Contractors/Firms have no experience with this office before
are required to attain the similar nature! certificate from the
concerned executing agency/ Divisional Head of Department
in original on letter head of Departments dully stamp signed
and dispatch number. In case of failure bids will be
considered as Non Responsive.
xi. The bidder is required to provide work orders of previously
performed works of similar nature and scope.
xii. Bidders will provide a Bank Statement w.e.f 01-01-2024 to
31st of December 2025 dully stamp and signed from
concerned Bank.
xiii. Bidders will provide a separate Affidavit of Declaration on
Stamp-Paper duly attested by Oath Commissioner shall be
provided in the Technical Proposals Envelopes wherein
declare that the required amount of CDR 2% bid security has
been provided in the Financial Proposal Envelopes.
xiv. The quoted rates must be clearly mentioned in the form of
Financial Bids in words and figures on dully signed and
stamp by bidders. Incomplete/over- writing/dis-figuring,
Mismatching, materially inaccurate and incomplete forms
shall not be acceptable. The Form of Financial Bid uploaded
on EPADS must be submitted in hard form enclosed in
Financial Bid.
xv. Tender fee @ 0.03% on bid cost in shape of CDR attached
with Financial Proposal in original.
If the bidders provide false/incorrect information/ tempering in bidding
documents the bid of the those Contractors will be non-responsive
and straightaway be rejected and legal action will be taken against
them.
The Call Deposits of all the contractors will be retained till approval of
the tenders by the tender approving authority.
All other terms and conditions will be as per KPPRA rules, PEC,
SBDs and other relevant laws.
The received bids shall be evaluated as per the criteria mentioned in
the bidding documents already uploaded on website.
The procuring entity with the consent of competent authority reserve
the right to accept/reject or declare non-responsive any or all the
participating bidder by assigning cogent reason.
Only the contractor, as per rule No. 37A of Khyber Pakhtunkhwa
Public Procurement of goods, works and services Rules 2014 (Rules)
reprodU/Ced below necessitates that Registration of bidders with
Khyber Pakhtunkhwa Revenue Authority (KPRA) is mandatory.
“All bidders are required to be registered with the Khyber
Pakhtunkhwa Revenue Authority, established under the Khyber
Pakhtunkhwa Finance Act, 2013 (Khyber Pakhtunkhwa Act No. XXIof
2013), for works, consulting and non-consulting services as listed in
Schedule-ll of the Act ibid”.
All the above NIT conditions and Bidding Document must be followed
strictly in case of the missing NIT conditions the bidder shall be
considered as non responsive straight away without any notice.

Last date & time for submission of the bid is 31-03-2026 at 12:00 PUBLIC HEALTH ENGG: DIVISION
(Noon).
Technical proposals must be numbered and a table of contents
inserted at beginning of the proposal showing the contents of the
proposals according to the numbered pages.
