TEPA. LDA (hereinafter referred to as the “Client”) invites bids from Contractors / Firms registered on E-
PADS and having registration with FBR & PRA (having active Tax Filer NTN, and PNTN), for following works

Subject procurement shall be carried out through E-PADS of Punjab Procurement Regulatory Authority (PPRA) only.
Bidding Documents containing detailed requirements, terms and conditions are available for the registered bidders on E-PADS

3 Single stage Single envelope bidding procedure shall be adopted. The bids prepared in accordance with the instructions in
the bidding documents. must be submitted on E-PADS on or before 26-03-2026, not later than 10.30 AM. Bids shall be opened
on the same day on E-PADS at 11:00 AM

Firm should valid PEC License in Category C-6 & above (Mandatory Allocated Specialized Code CE10, EE11(vi)
(General Electrical Works). ME03/ME03(i) (Lift and Escalators), ME07(v) (General Mechanical works)
5 The Bid Security in the shape of Bank Guarantee (valid for Bid Validity Period) for an amount equal to 5% of estimated cost shall be
uploaded on E-PADS in soft copy and hard copy of the same (in original) shall be submitted in the office of undersigned
situated at 4-C TEPA Lytton Road, Lahore before closing time for submission of e-bids, otherwise bid shall be rejected.
6. If the e-bid or proposal including record submitted on the E-PADS found corrupt, unreadable or contain virus, the e-bid or
proposal shall be rejected as per Regulation-8(4) of PPRA Regulations-2024.
7. The bidder shall submit e-bids through uploading PDF file on E-PADS as per Regulation-5(4) of PPRA Regulations-2024-
8 The procurement shall be made under Punjab Procurement Rules -2014 and Punjab Procurement Regulations-2024.
9. The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal under Punjab
Procurement Rules 2014 (Rule-35)
10. Conditional tender / bid shall not be accepted.
11. Any document / information uploaded by the bidder on E-PADS shall be considered to have been duly signed and shall be
liable to the consequences as per relevant law, rules or regulations in case of incorrect, fake, fiddled document/information….
12. No tender/bid submitted by hand via telegraph or by post shall be accepted. Bid submitted through
E-PADS shall only be considered.
13. Tendered rates and amount should be filled in figures as well as in words and tenders should be signed as per general
directions given in the tender documents.
14. In case, the last date of bid submission and opening falls in / within the official holidays, the last date for submission and
opening of the bids shall be the next working day.
15. The tenderer shall fill up the bid schedule and quote rate for each individual item. In case, percentage rate above or below
the estimated cost is quoted, the bid shall be liable to be rejected as per clarification/guideline of PPRA
16. The URL of the website of the PPRA is (http://eproc punjab.gov.pk/ViewTender.aspx) and response time shall be
calculated exclusively from the date of publication of the advertisement on the website of the PPRA.
