CHIEF EXECUTIVE OFFICER
Pakistan State Oil Company Limited (PSO), the nation’s largest energy company and flagship State-Owned
Enterprise seeks to appoint a Chief Executive Officer (CEO) who will drive commercial success in a highly
competitive environment, ensure operational excellence across its nationwide supply chain, and provide
strategic oversight of PSO’s subsidiaries and strategic investments, ensuring their alignment, growth, and
contribution to the Group’s overall success.
Role Overview
The CEO will lead the organization into its next phase of growth and will be responsible for the overall
commercial success, operational efficiency, financial stewardship and strategic transformation of PSO, with the
primary objective of maximizing shareholder value while advancing the transition toward sustainable energy.
The position calls for a dynamic, results-oriented leader who is decisive, collaborative, and capable of
delivering sustainable value to stakeholders while ensuring the organization’s long-term resilience. In fulfilling
these responsibilities, the CEO will navigate the domestic and international energy landscape, spearhead
business diversification and growth initiatives and address financial challenges within Pakistan’s energy sector.
The role requires close engagement with the Federal Government, the Board of Management, executive
leadership, and other key stakeholders.

Candidates must hold at a minimum, a graduate degree (minimum 16 years of education), from a renowned
and HEC recognized university or institution, in any or combination of the disciplines of engineering,
marketing, commerce, economics, energy, management, finance/accounting, business administration, public
administration, law and/or member of a recognized body of professional accountants. A postgraduate degree
will be a strong advantage, and a degree from a recognized foreign institution will be considered an added
benefit.
Experience
Must have a progressive 20+ years of experience, preferably in a large national/multinational organization.
The candidate must possess demonstrated experience of not less than ten years (i). In governance or business
administration or finance or commerce or marketing or any other field relevant to the job in well-known
organizations with commercial orientation, Or (ii). As Chief Executive or at a senior management level
(preferably one level below CEO/MD) in similar organizations that have commercial attributes, Or (iii). At the
level of member of governing body of a professional institute or as a head of department. Must have directly
generated annual profits of at least PKR 1 billion. Demonstrated expertise in sales, marketing in oil or related
industries, especially those dependent on nationwide distribution networks, will be regarded as a significant
benefit. Relevant industry experience will be an added advantage.
Nationality and Age Band
The applicant must be a Pakistani national. Candidates must be between 45 and 62 years of age as of the
application closing date.
Additional Information
The selected candidate will be appointed under a performance-based, non-extendable contract, for a period
of three years. At the end of the term, the candidate may reapply through the advertised competitive process
in accordance with the provisions of the SOE Act, 2023, the SOE Ownership and Management Policy, 2023, and
the C-Level Appointments Guidelines, 2024, to be considered for reappointment. The role is based in Karachi.
The position offers a competitive, market-aligned salary and benefits package commensurate with the
seniority and responsibilities of the role. The appointment will be made in accordance with the SOE Act 2023,
SOE Policy and C-Level Appointments Guidelines, 2024 and applicable laws, including fit and proper criteria for
