The Government of Pakistan (GoP) has received credit from the World Bank towards the cost of the KP Spending Effectively for Enhanced
Development (KP-SPEED). The project intends to use part of the proceeds to evaluate the technical, financial, and market viability of
establishing these two takaful companies to ensure they meet the requirements of the SECP Takaful Rules 2012 and Insurance Ordinance 2000.

To support this intervention, KP-SPEED invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform
the Services.
Eligibility Criteria for assessing an Expression of Interest include:
i.
The firm must have general experience of at least 10 years under similar conditions.
ii.
The firm must have completed at least two (2) projects in last five years of similar nature and scope; (Contracts, Work/purchase
orders, Letter of Awards etc along with their scope of services).
iii. Permanent professional/technical staff hired by the firm. (Indicate only number of permanent personnel, their education level and
position, CVs not required at this stage).
iv. The firm should have adequate logistical capacity [office space, office equipment etc (existing or ability to establish it within 30 days
of signing contract)] at Peshawar.
Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations
for IPF Borrowers” July 2016 Revised November 2017, August 2018, November 2020, September 2023 and February 2025 (“Procurement
Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a
joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the
entire contract, if selected.
Firm will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement
Regulations.
