The Ministry of Climate Change & Environmental Coordination invites applications from Pakistani Nationals to fill the following positions in the Project
Formulation of National Urban Strategy and Guidelines to Reduce the impacts of Urban Flooding, Droughts, Climate Disasters, and National Guidelines for
Spatial Planning Considering Climate Change/ Disaster risks in Pakistan”, on purely contract basis for a period of Ten (10) months to undertake the work of the
project as per given TORS mentioned against each post.

1. MS or BS 16 years of education in Urban & Regional Planning City & Regional Planning or Environmental
Engineering from national or foreign university. Higher Degree in the above-mentioned disciplines national or
foreign will be given preference.
II. At least 10 years of post-qualification experience. Working with government, UN System, international
organizations or in private sector on urban planning at managerial or senior technical levels.
III. Providing guidance and steering process to formulate Urban Strategies National & Regional Policies, Plans, and
Programs & Projects Related to urban development.
iv. Demonstrated experience of conducting similar assignment(s) in the past would be an asset.
1. Master’s/BS 16 year’s education in Urban & Regional Planning/City & Regional Planning, Civil Engineering from
HEC recognized University.
II. At-least 5 years of post-qualification experience.
III. Facilitate the introduction of innovative, simple and systemic monitoring and evaluation tools to enable data
collection and analysis of programme results, including across work areas.
IV. Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts
V. Review monitoring reports of various climate change scenarios and generate evidence-based policy analysis
related to urbanization
VI. Supervise work at national level along with coordination with provincial stakeholders;
VII. Analysis and research of information on donors, preparation of substantive briefs on possible areas of
cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office
effort in resource mobilization, especially in the context of National Climate Change Policy and Nationally
Determined Contributions (NDCs) in Pakistan;
III. Liaise with potential national and international donors to facilitate information dissemination and dialogue on
Climate Change in Pakistan e.g. UNFCCC, UN-Habitat etc.
1. Master’s/BS16 year’s education, Geography, Remote Sensing and GIS from HEC recognized University.
II. At-least 5 years of post-qualification experience in the relevant field.
III. Possess knowledge and experience in GIS modelling of climate change impacts, i.e., flood hazard, storm surge,
erosion modelling of urban areas etc.
IV. Knowledge and background in using GIS and modelling rainfall data, geological features, socio-economic and
hydrology data would be a plus; Integration of GIS technologies with water quality monitoring data, waste
Management etc.
V. Prepare and conceptualise the production of maps after analysis of various environmental and climate change
scenarios;
VI. Use of GIS tools such as spatial referencing, data management, Vector and Raster Analyses.
VII. Strong writing and speaking skills in English & Urdu Languages.
1. MBA-Finance, M.Com from HEC recognized University.
II. At least 3 years of post-qualification experience in the relevant field preferably in government/intergovernmental
sector.
III. Implementation of Project Financial and Admin related policies.
IV. Prepare and present project’s physical and financial progress at Monthly/Quarterly/Yearly Review Meetings
V. Handle all financial matters of the meetings, workshops and seminars organized under the project
VI. Maintain project petty expenses and ensure entries in petty cash register, maintain general ledger to keep record of
project accounts.
VII. Provide support to the Project Manager to prepare tender documents, disseminate, prepare bids tabulation and
ensure quality and quantity of goods before delivery; receive and check invoices from the suppliers and initiate
payment requests.
VIII.Handle all administrative issues relating to project including but not limited to processing of salaries, maintenance
of financial record and management of filing system.
IX. Inventory management of both expendable and non-expendable project items.
X. Act as focal person for yearly project audit
1. Master’s Degree in Computer Science or any other relevant field recognized by HEC.
II. At-least 3 years of post-qualification experience in relevant field.
III. Efficiently manage and implement the E-Governance component of the project, providing high-quality advisory
and implementation support to achieve project objectives, including the development of an online dashboard for
development planning and monitoring.
IV. Establish and maintain the local server setup, including network policies such as password management and
drivers.
V. Oversee all hardware and software issues of the Local Area Network (LAN).
VI. Activate, upgrade, and maintain the discussion forum on the website as needed.
VII. Prepare and maintain web/mobile-based applications for water quality monitoring and reporting.
VIII. Ensure the security, integrity, backup, and recovery of project data in case of loss.
IX. Troubleshoot telephone exchange, email, traffic, multimedia, and other IT-related equipment.
