Water and Sanitation Agency Gujranwala is hereby inviting bids from the registered
Contractors/Firms/ Companies duly registered with Pakistan Engineering Council and PPRA in
the relevant category for the financial year 2025-26 for the following:

1. Subjected procurement shall be carried out through e-pads of Punjab Procurement.
Authority (PPRA) only. Bidding Documents containing detailed requirements, terms and
conditions available for the registered bidder of e-PADS The URLS. of the Websites of the
PPRA is (http://eproc.punjab.gov.pk/ViewTender.aspx) and https://puniab.eprocure.gov.
The Response time shall be calculated exclusively from the date of publication of
advertisement on the website of Punjab Procurement Regulation Authority.
2. Single stage single envelop procedure will be adopted. The bids are prepared in
accordance with the instruction in the bidding documents, must be submitted on e-PADS on
or before 19-02-2026 not later than 12:00 Noon. Bids will be opened on the same day one-
pads at 12:30 PM. Submission of hard copies will not be accepted.
3. The bid security in shape of CDR/ Bank Guarantee/ Pay Order/ Demand Draft Banker’s
cheque for an amount of 5% of Estimated amount as mentioned above, shall be uploaded
on the e-PADS in soft form and the Original shall be submitted in the office of the
Deputy Director Engineering-Ill (Model Town) Office before opening time, otherwise, bid
shall be rejected.
4. If the e-bid or proposal including record submitted on e-pads found corrupt, unreadable or
contained virus, the e-bid or proposal shall be rejected as per regulation 8(4) of PPRA
Regulation, 2024.
5. The bidders shall submit their e-bids through uploading pdf file on e-PADS as per
regulation-(4) of PPRA Regulation 2024.
The procurement shall be made in accordance with the PPRA Rules, 2014 and Punjab
Procurement Regulations, 2024.
7. The procuring agency may reject all bids or proposals at any time prior to acceptance of a
bid or proposal under PPRA Rules-2014 (Rule-35).
8. Conditional Tenders/ bids shall not be accepted.
9. No tender via telegraph or by post shall be entertained. Bid submitted through e-pads shall
only be considered.
10. In case the last date of submission and opening falls within official holidays, last date for
submission and opening shall be considered the next working day.
11. The tenderer shall fill the bid schedule on item rate basis for all items on which he is willing
to undertake on each item of work.
12. The bid will be valid for 120 days.
